Roman Tytykalo is the initiator of the unlawful resolution of the Kyiv Regional Council that constitutes de facto state interference in the affairs of UOC religious communities.
In addition, the deputy publicly called for "purges" of UOC churches and the closure of all Orthodox churches on the territory of Kyiv Oblast.
On February 26, 2026, the Kyiv Regional Council adopted the discriminatory resolution "On the Implementation of Ukrainian Legislation on the Protection of the Constitutional Order in the Sphere of Religious Organizations' Activities on the Territory of Kyiv Oblast."
Tytykalo was the initiator of the resolution.
According to the document, district military administrations and local self-government bodies are recommended to facilitate the holding of community assemblies on the question of changing subordination, to ensure that citizens are informed about the procedure for such a change, and to carry out ongoing monitoring of the use of communal property by religious organizations — "including in terms of preventing its use by structures whose activities are prohibited."

The initiator of the resolution, Regional Council deputy Roman Tytykalo, stated that between 2019 and 2025, 307 religious communities transferred from the UOC to the OCU. At the same time, according to him, more than 300 UOC communities continue to operate in the oblast.
He cited as the basis for the resolution the law "On the Protection of the Constitutional Order in the Sphere of Religious Organizations' Activities" and the decision of the State Service of Ukraine for Ethnopolitics dated August 27, 2025, recognizing the Kyiv Metropolitanate of the UOC as affiliated with a foreign religious organization whose activities are banned in Ukraine.
The resolution initiated by Tytykalo is effectively a call for unlawful interference by government representatives in the internal affairs of religious communities.
Given the mass seizures of UOC churches by OCU raiders, this resolution constitutes a de facto incitement to violence against believers.
On March 2, 2026, Tytykalo told the outlet "Kyivshchyna 24/7" that the Regional Council "has set itself the task of cleansing Kyiv Oblast of the UOC."
He stated that he is aware that the State Ethnopolitics Service's decision on the liquidation of the Kyiv Metropolitanate of the UOC requires confirmation by a court, yet nonetheless declared the need to "push" UOC communities to transfer to the OCU.
"There is a problem: in the event of a ban, the property passes to state ownership, and the question arises as to who will conduct services in these churches. That is precisely why, before a court ruling is issued, we consider it expedient to push the community toward transferring to the OCU in order to avoid legal uncertainty and not leave people without spiritual support," Tytykalo emphasized.
He also called for an inventory of the property of currently operating UOC communities. "This property is, as a rule, communal property of territorial communities. We recommended conducting an audit, identifying the assets, and taking measures to terminate agreements and return the property," the deputy noted.
Throughout all of this, Tytykalo insists that the Regional Council is acting within the framework of the Constitution: "We act exclusively within the framework of the Constitution and the laws of Ukraine — in the interests of national security, the rights of citizens, and the protection of Ukrainian statehood. Kyiv Oblast chooses spiritual independence and Ukrainian identity."
According to him, the oblast state administration issued "relevant instructions" to local communities "for the purpose of inspecting religious organizations subordinate to the Moscow Patriarchate and building a complete picture for each parish."
After the information is collected, it is planned to "work on a targeted basis" with each church.
Throughout all of this, Tytykalo insists that "transfer specifically to the OCU is not mandatory — other denominations exist, including Orthodox ones." He did not specify which denominations he was referring to. According to him, "the process must be systemic, consistent, and directed above all at fulfilling national security objectives." Tytykalo stated that 407 UOC communities operate in Kyiv Oblast. "Our task is to conduct a review, determine how many of them actually remain, whether they are using churches that are communal property, and on that basis to plan further action," Tytykalo noted.
