Liudmyla Fylypovych

Date of birth: 07.08.1956

Doctor of Philosophical Sciences, professor, head of the Department of Philosophy and History of Religion at the H. S. Skovoroda Institute of Philosophy of the National Academy of Sciences of Ukraine, professor at the National University of Kyiv-Mohyla Academy. Vice President of the Ukrainian Association of Researchers of Religion, Executive Director of the Center for Religious Information and Freedom of the Ukrainian Association of Researchers of Religion.

Liudmyla Fylypovych belongs to a group of Ukrainian scholars of religion who actively justify the persecution of Orthodox Christians in Ukraine.

Moreover, Fylypovych openly incites hatred against the faithful and clergy of the UOC, and also publicly calls for violence.

The scholar of religion closely cooperates with DESS (the State Service of Ukraine for Ethnopolitics and Freedom of Conscience), which is implementing the state policy of persecuting the UOC.

Fylypovych took part in falsifying the so-called “study” of the UOC Statute, which became the first step toward banning the religious organization.

On January 13, 2020, in an interview with the outlet Vholos, Fylypovych admitted complicity in fabricating a criminal case against Archpriest Viktor Zemlianyi.

At the request of law enforcement agencies, Fylypovych prepared an opinion stating that the cleric’s actions and statements allegedly constitute “anti-Ukrainian propaganda.” Moreover, the religious scholar defamed the cleric by calling him an “FSB agent.”

On December 4, 2022, on the air of Channel 24, Fylypovych admitted that she would like to send UOC believers “to Siberia in freight cars.”

“The Cabinet of Ministers was given the task of drafting a law that makes the activity of the UOC MP ‘impossible.’ However, it’s not as simple as loading them into freight cars and sending them to Siberia, although I would really like to,” Fylypovych said.

On February 1, 2023, DESS stated that, as a result of a religious-studies expert examination of the Statute on the Governance of the Ukrainian Orthodox Church for the presence of a church-canonical link with the Moscow Patriarchate, the experts concluded that the UOC remained part of the ROC and does not even have the status of an autonomous Church.

The examination itself was conducted by biased supporters of banning the UOC and with numerous violations. Fylypovych was among them.

The examination was carried out pursuant to the NSDC decision of December 1, 2022, “On certain aspects of the activities of religious organizations in Ukraine and the application of personal special economic and other restrictive measures (sanctions),” enacted by a Presidential Decree.

On July 4, 2025, on the air of the Pershyi (First) TV Channel, Fylypovych stated that Metropolitan Onuphry and the hierarchs of the UOC must bear responsibility for allegedly “educating the flock in love toward Russians.”

Commenting on Zelensky’s revocation of His Beatitude’s citizenship, Fylypovych said she does not consider this step by the authorities to be a sufficient punishment.

On October 28, 2025, on the air of Channel 5, Fylypovych proposed dismantling UOC churches and transporting them to the Russian Federation, and “cleansing the brains” of UOC believers.

Commenting on the unlawful destruction of the Tithe Church of the UOC in Kyiv, Fylypovych said the authorities did everything correctly.

She expressed confidence that the UOC has no place in Ukraine.

In the same broadcast, Liudmyla Fylypovych assured viewers that, allegedly, city residents can influence the confessional affiliation of churches. In effect, the scholar of religion publicly called for a violation of the law.
