Cherkasy City Council Deputy Serhiy Ruban has effectively admitted to participating in an unlawful decision to deprive a religious organization of its property based on religious grounds, which directly contradicts:
- Article 35 of the Constitution of Ukraine – the guarantee of freedom of religion and the separation of church and state;
- Article 5 of the Law of Ukraine "On Freedom of Conscience and Religious Organizations" – the prohibition of state interference in the activities of religious organizations.
The decision to deprive the UOC of its land plots, supported by public hate speech, is a direct violation of these norms and constitutes a discriminatory act by a government agency.
Phrases such as "The Moscow Patriarchate-FSB and various UOCs should not exist in Ukraine..." and "The priests of the Moscow Church and the UOC are FSB agents in cassocks." The "Down with Moscow Priests-FSB Agents" articles contain open calls for the elimination of the religious organization from public life, which violates the equality of faiths enshrined in the Constitution.
This constitutes incitement of hatred and enmity based on religion and belief.
Legal classification:
Part 2 of Article 161 of the Criminal Code of Ukraine: intentional actions aimed at inciting religious hatred and restricting the equality of citizens based on religious beliefs, committed by an official (punishable by imprisonment for up to five years).
Furthermore, Deputy Ruban's statements contain elements of public slander against the UOC and its clergy, and although they are not directed at anyone personally, they may lead to prosecution for slander.

Deputy of the Cherkasy City Council.
A member of the “European Solidarity” party, led by Petro Poroshenko, which is known for its discriminatory policies toward the Ukrainian Orthodox Church. He previously served as Head of the Secretariat for the party’s Cherkasy regional branch.
He worked as an analyst for RUKH “CHESNO”—a foreign-funded propaganda NGO that, among other things, engages in inciting hatred against the UOC.
In addition, the deputy publicly incited hatred against UOC faithful and clergy.
Ruban stated that his consistent position is the discrimination of the UOC. Furthermore, the deputy accused the clergy of "working for the KGB/FSB" and called clergymen enemy "agents in cassocks."

Virtually all senior hierarchs of the ROC UOC MP were KGB/FSB agents of Russia in Soviet times and remain so today.
The ROC UOC MP is used by Russia as an instrument of hybrid warfare and propaganda.
