
Oleksiy Doroshenko
Head of the State Agency "Ukravtodor" (Automobile Roads of Ukraine), Deputy of the Kyiv Regional Council, former Acting Head of the Brovary District State Administration.
Oleksiy Doroshenko is an official who systematically used his position to organize raider seizures of UOC churches in Kyiv Oblast.
The official operated in the Brovary district, helping criminal OCU groups conduct illegal territorial community assemblies.
During these events, church documents were falsified.
In addition, Doroshenko personally participated in the invasion of militants onto the grounds of the UOC Pokrovska Church in the village of Trebuhiv and the UOC St. John's Church in the city of Kyiv.
On September 6, 2022, Doroshenko, as a member of the Brovary Executive Committee, announced a discriminatory decision regarding the UOC Spaso-Preobrazhenskyy Knyazhytsky Monastery.

The official announced the transfer to the OCU of the property and land of the UOC Knyazhytsky Monastery on a lease basis.

On August 6, 2022, Doroshenko personally participated in the falsification of documents for the UOC Pokrovska Church in the village of Trebuhiv, Kyiv Oblast.
A group of raiders organized a territorial community assembly in the village, at which persons unrelated to the church community voted to transfer the church to the OCU.
The official personally spoke at the illegal assembly and incited those present to commit unlawful acts.

On August 11, 2022, OCU head Epifaniy Dumenko received at his residence a group of officials who introduced themselves as the "community of the Pokrovska Church of the village of Trebuhiv."
It is reported that the "community representatives" told Dumenko that "despite opponents' attempts to spread lies, the expression of the community's will took place peacefully, entirely voluntarily, and on lawful grounds."

At the same time, photographs of the meeting show that alongside Dumenko were Brovary City Council head Ihor Sapozhko, Brovary City Council Executive Committee member Oleksiy Doroshenko, village elder Andriy Tsakhlo, and other Brovary officials whom, according to parishioners of the UOC Pokrovska community, they had never seen at the church.
On October 17, 2022, Doroshenko, together with religious scholar Oleksandr Sagan, published a brochure dedicated to the transfer of communities from the UOC to the OCU.
The text of the brochure contained hate rhetoric directed at UOC faithful and clergy.
The official referred to the Ukrainian Orthodox Church as the "Moscow Patriarchate" and accused its clergy of ties to the Russian Federation.

"It turned out that even well-known people cannot answer many of them. Therefore, they believe that the UOC is far from Moscow, even though it is within arm's reach. The book raises historical, canonical, and organizational questions, covers the Russo-Ukrainian war, and includes appendices. The brochure is structured as a practical guide to transitioning church communities from the Moscow Patriarchate to the AUCC. The appendices contain sample documents that must be prepared for registration with the regional military administration and the state registrar."

On April 22, 2023, OCU activists seized the Pokrovska Church of the village of Trebuhiv of the Boryspil Diocese using an angle grinder.
Persons dressed in military uniforms assisted the OCU activists in committing the act of raiding. The official personally facilitated the crime.
Parishioners attempted to obstruct the perpetrators, while the police remained inactive.
Women and children of the UOC community, under the protection of the few men present, gathered in the refectory, where a church service was held that day. The refectory is now also under attempted seizure.
OCU supporters together with persons in military uniforms are also attempting to seize the priest's house, in which young children are present.

On April 27, 2023, Doroshenko announced a decision by the Brovary City Council that unlawfully stripped UOC communities of their right to use land.
In addition, the official deliberately appended the label "mp" (Moscow Patriarchate — ed.) to the church's name in order to incite hatred toward the UOC.

"The Brovary City Council adopted a decision to terminate the permanent land-use agreements for UOC mp churches. This concerns 4 land plots on which 5 churches are situated. Before the large-scale Russian aggression in February of last year, only 4 churches in the Brovary community — comprising Brovary and the villages of Trebuhiv and Knyazhychi — belonged to the OCU. Another 11 parishes were under the UOC. Over the course of a year, much has changed: only 5 churches remain with the UOC, while OCU communities now hold 10.

On May 14, 2023, Oleksiy Doroshenko, together with the Secretary of the OCU Kyiv Diocese Mykhailo Lesiuk, participated in the falsification of documents for the UOC Church of All Saints in the village of Turivka and the UOC Dormition Church in the village of Cherevky.
Doroshenko announced that parishioners of both churches had allegedly adopted a decision on "transition to the OCU."

On May 22, 2023, Doroshenko personally participated in the falsification of documents for the UOC church in the village of Mokrets, Kyiv Oblast.
A group of OCU raiders, posing as the church community, organized a territorial community assembly. At the event, an unlawful decision was adopted to transfer the church into OCU ownership.

On June 10, 2023, Doroshenko personally participated in the falsification of documents for the UOC church in the village of Zavorychi, Kyiv Oblast.
The official was present at an illegal territorial community assembly at which a group of raiders announced the transfer of the UOC community's property to the OCU.

On February 14, 2026, Doroshenko personally participated in the raider seizure of the UOC Church of St. John the Warrior in the city of Kyiv.

A group of unidentified individuals in camouflage stormed the church grounds, blockaded the church, and prevented the faithful from entering.
The criminal group cut the hinges off the doors and began a forced entry into the premises of the church complex.
